PSC welcomes Phil Devine as its new HVDC General Manager for the UK/Europe region. Phil joins PSC from WSP in the UK where he was HVDC Chief Engineer. Phil brings to PSC his comprehensive knowledge of the development of large-scale power transmission systems and the integration of renewable energy sources which is a burgeoning market in the UK and Europe. Based in the UK, Phil will manage all aspects of PSC’s HVDC practice in the region.
On behalf of PSC, I am pleased to welcome Phil Devine to our UK/Europe regional team in the role of HVDC General Manager. Prior to joining our team, Phil was with WSP in the UK, where he was the HVDC Chief Engineer. While there, he dealt with many aspects of HVDC projects, including the full range of owner’s engineering tasks from concept development, connection agreement applications and technical specification writing, to procurement, factory inspections, FAT witnessing, commissioning and maintenance, and control system upgrades. Before WSP, Phil spent 25 years with Alstom Grid/Areva T&D (now known as GE Grid Solutions) where he was responsible for large teams of engineers developing and delivering HVDC Protection and Control Systems and Power Electronics.
Phil has been involved in many of the biggest HVDC projects across the UK, including EWIC, Celtic, Aquind and GreenLink, to name but a few. These projects will bring local benefits to consumers who will have access to a broader energy mix, as well as opportunities for utilities to expand into other electricity markets. Phil has supported clients through the entire lifecycle of HVDC infrastructure as a technical advisor, drawing on his LCC and VSC technologies experience.
As well as his deep technical expertise, Phil brings a solid understanding of the issues facing HVDC clients during the ongoing energy transition in and around Europe, especially in the UK. Phil is well versed in the commercial, political and governance requirements and constraints, through to Grid Code Compliance and testing aspects, all of which can materially affect developments and developers looking to maintain their delivery program. Phil has spent his entire career in the energy industry, focusing on delivering the value and benefits of HV transmission systems. This fits perfectly with the UK’s significant ambition for new investments in electricity interconnectors and offshore HVDC connected generation and PSC’s commitment to building long-term relationships in the region.
Since joining, Phil has hit the ground running. His first assignment is to support PSC’s development of FEED studies and technical specifications for Harmony Link, as we prepare to support PSE and Litgrid in their upcoming procurement exercise. We couldn’t be more pleased to have Phil as part of our team. We are sure Phil’s collaboration with our clients’ leadership, partners, stakeholders and staff – backed by his strong technical knowledge – will sustain results in the UK and Europe long into the future.
